Abstract (en)
Strong traffic growth and emerging staffing issues often lead to severe capacity bottlenecks
in the European airspace, underscoring the necessity of allocating existing capacity in a more flexible
way on the day of operations. This thesis investigates two approaches to enhancing flexibility of
capacity provision: temporally, by means of advanced Air Traffic Control Officers’ (ATCO)
scheduling and rostering practices; and spatially – through cross-border capacity sharing/delegation
of Air Traffic Services (ATS). Therefore, the topic of efficient resource utilization in Air Traffic
Control (ATC) was explored in a comprehensive and holistic way, taking both dimensions into
account.
The research commenced with an extensive survey examining capacity planning and ATCO rostering
practices currently applied in European Air Navigation Service Providers (ANSPs). This was
followed by the development of mathematical models for optimizing ATCO staffing requirements in
en-route operational environment (Area Control Centre - ACC) for a single day of operations. Results
of the initial case study demonstrate substantial role of rostering flexibility in reaching higher
productivity and cost-efficiency levels. It has also been demonstrated that spare capacity inevitably
arises in the system due to inability to perfectly match capacity with traffic demand, especially in low
traffic conditions.
The key contribution of the thesis is an analytical and data-driven approach to estimating potential
benefits of utilizing spare capacity through cross-border ATS delegations between ACCs in Europe,
supported by a dedicated two-phase mathematical model. The results of a large-scale case study
reveal that significant cost-efficiency benefits can be achieved if ACCs are optimally paired in the
network, depending on the “complementarity” of their demand/capacity profiles.
These early conclusions may assist policy-makers in establishing adequate incentive mechanisms for
early adopters of the capacity sharing concept in the European Air Traffic Management (ATM)
system. On the other hand, they can also have a concrete practical value by providing industry with
valuable directions and priorities for further development and implementation.

Снажан раст саобраћаја и учестали проблеми са недостатком особља често доводе до
озбиљних загушења у ваздушном простору Европе, наглашавајући неопходност
флексибилнијег искоришћења постојећег капацитета на дан операција. Ова теза истражује два
приступа повећању флексибилности пружања капацитета — временски, помоћу напредних
пракси распоређивања контролора летења (Air Traffic Control Officers – ATCOs) на радне
дужности; и просторно – кроз прекогранично дељење капацитета/делегирање услуга у
ваздушној пловидби (Air Traffic Services – ATS). Стога је тема ефикасног искоришћења ресурса
у систему контроле летења (Air Traffic Control – ATC) истражена на свеобухватан и холистички
начин, узимајући у обзир обе димензије.
Истраживање је започело опсежном анкетом у циљу испитивања постојећих пракси планирања
капацитета и распоређивања контролора летења на радне дужности од стране европских
пружалаца услуга у ваздушној пловидби (Air Navigation Service Providers – ANSPs). Након тога
је уследио развој математичких модела за оптимизацију људских ресурса у центрима обласне
контроле летења (Area Control Centre - ACC) током једног радног дана. Резултати почетне
студије случаја показују значајну улогу флексибилности у распоређивању особља ради
постизања веће продуктивности и трошковне ефикасности. Такође је показано да се вишак
капацитета неизбежно јавља у систему због немогућности савршеног усклађивања капацитета
са саобраћајном тражњом, посебно у условима ниског интензитета саобраћаја.
Кључни допринос тезе је аналитички приступ заснован на подацима за процену потенцијалних
користи од употребе вишка капацитета кроз прекогранично делегирање ATS услуга између
центара обласне контроле летења у Европи, подржан наменски развијеним двофазним
математичким моделом. Резултати свеобухватне студије случаја показују да се значајне
користи у погледу трошковне ефикасности могу постићи ако се центри обласне контроле
летења оптимално упаре у мрежи, у зависности од „комплементарности“ њихових профила
потражње/ капацитета.
Ови рани закључци могу помоћи доносиоцима одлука приликом успостављања адекватних
подстицајних механизама за пионире у усвајању концепта прекограничног дељења капацитета
у Европском систему управљања ваздушним саобраћајем (Air Traffic Management - ATM). С
друге стране, такође могу имати конкретну практичну вредност тако што ће актерима у овој
области дати вредне правце и приоритете за даљи развој и имплементацију концепта.

“Data exchange” service offers individual users metadata transfer in several different formats. Citation formats are offered for transfers in texts as for the transfer into internet pages. Citation formats include permanent links that guarantee access to cited sources. For use are commonly structured metadata schemes : Dublin Core xml and ETUB-MS xml, local adaptation of international ETD-MS scheme intended for use in academic documents.
